Language.app: Persist selected language by writing EFI NVRAM

Although there is a login language option, it is very annoying to have to select it every time you log in. However, you cannot directly enter the keyboard to select it when you log in, which is even more annoying; the system requires language settings.

This only happens if localize cannot determine the language automatically. Attaching, e.g., an original Raspberry Pi Keyboard and Hub in the desired language prior to booting should fix this. Also, on systems on which the prev-lang:kbd EFI variable is set should also resut in the corresponding language to be used for the UI (e.g., German keyboard = German UI).

Language.app should persist the selected UI language (independently of the chosen keyboard layout) by writing it to an EFI variable still to be defined.

I think it is better to have a setting, in case someone accidentally clicks wrong (think about the language list, there is no color block selection box, it is easy to click wrong)

Forgive my nonsense @probonopd , that is, if Apple can automatically detect the efi auto-detection language of Mac devices, they would have removed the language option on the first boot.

@probonopd ,Please think about it, will the computer manufacturer let the motherboard of the same model modify the BIOS individually for your regional language, so that the motherboard uses different languages?
The motherboard of the laptop is still the same no matter which language region it is in, but the keyboard is different.

Actually we are already doing this in Keyboard.app.
So it can be ported from there.
