This PR just represents a cloneable repo that pulls in new-build supporting ghc-mod (alanz/ghc-mod#14) and cabal-helper (alanz/cabal-helper#2).
We modified
Build.hsto use new-style commands but didn't find any behavioural changes in vscode with the haskell-language-server plugin nor emacs with the lsp-haskell package.
