Create "about" page

As per https://www.reddit.com/r/haskell/comments/4zzmoa/haskellorg_and_the_evil_cabal/d70r8h3 we should have something like https://www.freebsd.org/administration.html that just documents who is responsible for what, etc. vis a vis committees, administrative bodies, etc., and also maybe some other "where do i go to do what" information.
