macos tests are failing/aborted, fusion, maybe due to limited executor in the cluster pool.

cl/560839757 only applied from that point forward. The older branches (purposefully) didn't get it because we didn't want to change the minimum Mac OS version for those old branches. Now that the older pool is shut down, they are just broken.

It'd probably be fair to change the older branches to use Big Sur. And also change master to use Monterey, because Big Sur hasn't been getting updates from Apple since September.

Alternatively, I could turn off the Macos requirement.
