Seeing that I'm unable to get renovate-bot to ignore this dependency upgrade, I'll add a Do Not Merge label and keep this up. I believe the Coverage Report module was added after I released gapic-generator v2.15.3. Release-Please normally takes care of upgrading the module versions and it does so in this PR: #1511
