feat: Expose batching configuration at the level of Logging client

The library configures batching size and flow configurations implicitly (and for gRpc channel).

Users should be able to control batching configuration on the level of the Logging client same way as they can configure a project id with LoggingOptions.newBuilder().setProjectId().
