[docs failure]: Duplicate object description in docstring

In #11854 , the OwlBot PR for google-cloud-security-center fails the docs build with /home/runner/work/google-cloud-python/google-cloud-python/packages/google-cloud-securitycenter/google/cloud/securitycenter_v1p1beta1/types/__init__.py:docstring of google.cloud.securitycenter_v1p1beta1.types:1:duplicate object description of google.cloud.securitycenter_v1p1beta1.types, other instance in securitycenter_v1p1beta1/types, use :noindex: for one of them.

As per current policy, we are not blocking OwlBot PRs on docs failures, though we will are blocking releases.
