This PR does a better job of cleaning up Compute Engine resources that are created during system tests.
It also addresses some issues with our release script, discovered here: https://travis-ci.org/GoogleCloudPlatform/gcloud-node/jobs/124897567#L7336
And finally, it caught a bug in the Autoscaler class. Autoscaler operations are zonal, not global.
