gopls: recommend that users enable staticcheck via gopls instead of through the lintTool #1295
Description
It makes more sense for users to run staticcheck through gopls than through the separate go.lintTool feature, so we should develop some migration plan for that going forward. It may make sense to wait until golang/go#38278 is resolved, though.
