TODOs before we open up

Just opening a meta-issue where we can drop in things that we need to do before opening this up to the public. Everyone please feel free to edit

• Write a README
• Clear guidelines for use - e.g., "please don't commit code using this yet, manifest format may still change."
• Guidelines for giving feedback
• Write up issues for major areas that we feel others could reasonably jump in and help with (plus with a "Help Wanted" label on them)
• "production-grade" help text
• eliminate obvious panics - right now, the particular thing would be ensure without a version specifier
