I am experiencing the same issue, also on Gitea 1.23.5 from upstream binary on Debian 12. This is against repository https://git.nixmagic.com/vim/urldeconstruct . Currently set private, was looking for docs on how to set this thing public as I stumbled upon this issue.

FWIW, this repository was created from scratch, with a custom root commit. The branch chosen as default, was "dev". I seek not to engage in what branch "should" be default. It was created and pushed in the following workflow:

mkdir -p toloveru/repo
cd toloveru/repo
git init
git branch -m dev
[edit files]
git add .
git remote add gitea https://git.nixmagic.com/vim/urldeconstruct
git push --set-upstream gitea dev
git commit -m "Add screenshot of urldeconstruct" 
git push

Might've been slightly off, going from command history here. If you're as familiar with Git as I am, I'm sure you know what to add and/or reshuffle.

I think it is the problem. The record in database thinks that "main" is the default branch.

Could you try to change the default branch from repo settings?
