Expected Behavior

Expected behavior is outlined in two separate issues:

Current Behavior

Does not re-approve new scopes. New scopes are not checked. Must manually create a redirect and force the user.

Steps to Reproduce

1. Modify scopes. Must be new scopes not yet authorized
2. Re-visit the app
