Delete the Helm chart

Now that the WebApp and IDE components are deployed using the installer, we no longer need the helm chart. I did take a quick look at what needs to be done to delete it and found:

Blockers

• Remove "with-helm=true" support from Preview Environments #9844
• Remove Helm chart from Werft "publish release" jobs #9845

Optional but nice cleanup:

• Move db-init-scripts out of Helm chart #9843
• Contrib:gitpod-image: remove dependency on Helm chart #9846

The Reward

• delete /chart/
