Provide automatic kubectl access to Harvester from Gitpod workspace

We want to provide kubectl access to Harvester from within gitpod-io/gitpod workspaces. Harvester should be added as as a new context in the existing kuneconfig so that developers can use kubectx to manage contexts as they do now.
