Users can create two active Stripe subscriptions, and thus receive two invoices each month

Bug description

We expect Gitpod customers to only ever have 0 or 1 active Stripe subscription for their cost center.

However, it currently seems possible for a customer to have 2 or more active Stripe subscriptions, which seems like a bug:

• Stripe Customer ID: cus_N9KC6LM3W4vHhY
• Duplicate Subscription IDs: sub_1MP1Y8AyBDPbWrhab0OErtH5 and sub_1MP1Y4AyBDPbWrhasTtiWZ4t

⚠️ I'll go ahead and cancel both subscriptions, and refund both invoices, because the customer asked for it. So, if you look into it, the situation will appear to be resolved -- but it's likely still possible for other customers to create duplicate active subscriptions.
