[db-sync] Add latency to additional `server` endpoints

Decide which of the following server endpoints should have additional latency in order to better simulate a higher-latency database connection:

- [ ]/workspace-download/*
- [ ] /headless-log-download*
- [ ] /code-sync/*
The above endpoints are not worth adding latency.
