Add client-side validation for PATs name

PAT names must match a regex (https://github.com/gitpod-io/gitpod/blob/main/components/public-api/gitpod/experimental/v1/tokens.proto#L23). This regex is already enforced on the backend, but we should validate client side to provide a better UX
