Disable option to choose own billing acount (for Team-only UBP preview users)

While individual usage-based billing accounts are unimplemented, we should guard against users choose their own billing account in their personal /billing settings, otherwise they will see errors starting workspaces if they happed to select this.

The error avoided is "Error in entitlement service" (code: 500).
