Epic: High-performance workspace classes on SaaS

Context

We will be launching #8261, which covers most of the use cases but are still affected and constrained by the following:

• CPU and RAM maximum limits are 8 cores and 16GB, respectively, which is insufficient for certain workloads.
• Terminal and IDE responsiveness suffers when there's high resource usage [internal thread, Investigate reported performance of JetBrains  #8704].
• Heavy usage by a few workspaces can starve neighbours [internal example]

Goal

We want to provide a great responsive experience to all developers, independently on how heavy their project, associated processes, or IDE is, while remaining cost-effective. We want to replace the need of having big and bulky personal computers.
