Prebuilds: add support for using PVC\VolumeSnapshots to prebuilds. #10260
Description
This also includes:
- upload prebuild log into GCS (pulling it from snapshotVolume would not be trivial or instantaneous)
- validate deleting prebuild deletes old log
- validate opening workspace from prebuilt is using volume snapshot that was generated from it.
