Autocomplete mentions should include results for author #2326
Description
Background:
On github.com, when someone opens up an issue/PR for a repository for which they are not a collaborator/maintainer, I can @ mention them in the description or in a comment.
In the release of GHfVS 2.9.0, @StanleyGoldman introduced the functionality to @ mention users but it currently only works for collaborators or maintainers of that particular repo.
Solution:
Make this feature works as it does on github.com and allow an @ mention of the author of the PR or issue.
