This formatting option will default to textile, but can be set to markdown.
I commited the other version early so I could use `pip install git+____` so I could test it. Adding it via the dockerfile was much easier and I should have done that first.
It make sense if you are building the image to the requirements.txt file

Added a new listbox to the redmine plugin forms to conditionally use markdown or textile formatting for the exception block. If no value it specified it defaults to the existing textile formatting.
