Optionally create and configure the GitHub repository

When a new repository is created, we should optionally allow the user to:

• Create the GitHub repository
• Configure the GitHub repository with our common desirable configuration:
  • Set labels
  • Branch protection rules
  • Allowed merge methods
  • Merge queues
  • etc.
• Push the created git repository to the new GitHub repository
