Sending email to an SMTP endpoint

At the moment, we send email notification using an HTTP api.

It will be good to also send email to SMTP endpoint d choose the user in the config toml.

Gitea is a good reference for it as it has this fonctionality (smtp, smtps, sendmail,...) :go-gitea/gitea#21649
