Assign track organiser role to specific track(s)

Is your feature request related to a problem? Please describe.
Right now, unless I'm mistaken, it is not possible to assign a track organiser to organising a specific track.

At https://fosdem.org for example, we have this as a hard requirement. Specific communities (e.g. BSD, python, ...) each manage their own developer room without intervention from the central conference organising committee.

Describe the solution you'd like
The (co-)organiser(s) hould have the ability to grant track organiser rights for one or more specific tracks to a specific person.
