Perhaps the simulator cache on this bot was corrupted by #125217 ?

Confirmed there is no cache pollution here.

The culprit is that a canceled build (which was running xcode installation when canceled) caused incomplete xcode installation. There are 9 bots missing runtime, and all had an earlier canceled build which was on xcode installation. These builds were all canceled due to a new commit push (which auto canceled running tasks).
