This resolves several of the todo items in #1

I made a few changes:

• Added a sort function to ensure the limit with the lowest remaining is returned from getRateLimit()
• Realized that remaining is optional per https://datatracker.ietf.org/doc/html/draft-ietf-httpapi-ratelimit-headers-07#name-ratelimit so I
  • Marked it as optional in the typescript definition and docs
  • Updated the sort function to fallback to the limit
• Documented getRateLimits()
• Split up the tests and fixed the one flakey one.
