VS Code extensions for exception decoding and file system uploads

Additional context

I know @igrr has been very involved with getting the functionality in Arduino 2X to make the plugins work. AFAICT, Arduino has provided a method to pass information from the IDE into VSCode extensions, so the needed pieces should be there to make this work. Perhaps it is even complete (@dankeboy36 ?), and just needs to be documented on the homepage/doco.
