This fixes #418 As of ENSIME server 2.0.0, `IsnpectPackageByPath` is no longer supported, and keeping it in the plugin, can only confuse users. This commit removes all occurances of the said command and its dependencies.

This fixes #418 and ensime/ensime-server#1964
