Broke in #17916, as the signature inspection incorrectly looks at the wrapper function. We fix this by setting the signature on the wrapper function to that of the wrapped function via @functools.wraps.

Any sort of regression tests we can add here?

The bug has downstream effects of preventing the user directory from working with Synapse modules configured.

It would be nice to have our suite of tests run with and without a no-op Synapse module configured.
