MSC4155 invite rejection errors should appear for users. #30161

What would you like to do?
When I invite a user and the user has blocked me via MSC4155, I would like to see an error to say that I have been blocked.
Via:
- New DM creation
- Bulk invites
- Slash command invites
- (other ways to invite?)
Why would you like to do it?
To make it clear that an invite failed rather than the application looking broken.
How would you like to achieve it?
Intercept ORG.MATRIX.MSC4155.M_INVITE_BLOCKED errors and display helpful text.
Have you considered any alternatives?
No, but we have a nice error code we should use.
