Decryption failure bar covers the header of a pinned widget #25361

Steps to reproduce
- Open a room where messages which cannot be decrypted exist
- Enable a widget and pin it
- Scroll the timeline to display the decryption failure bar
Outcome
What did you expect?
The widget on AppDrawer should move down not to be covered by the failure bar
What happened instead?
