Messages in threads not marking room as unread

Steps to reproduce

1. Click on a different room than the one under test
2. From another account create a thread (or reply to a thread) in a shared room
3. Note that no grey dot appears on the room (or space)
4. Click on the room
5. Note that the thread icon (top right) does not have a grey dot
6. Click on the thread icon
7. Note that the thread in question doesn't have a grey dot

Outcome

What did you expect?

I expected to be notified of replies to threads.

What happened instead?

No visual notification of a thread reply.

I also tried this in both an encrypted and unencrypted room with the same behavior.

This is very similar to #23645, but I don't need to be looking at the home screen and everything works fine if I reply in the main timeline.
