Behaviour of hover and active states needs to change #23832
Description
Steps to reproduce
- When a formatting icon is selected, the state doesn't change until the hover moves off the icon
- The formatting icon should change from the hover to the active state as soon as it's selected
- Also, when the cursor hovers back over the active state, it shouldn't change to hover unless it's selected
I'll add a video to show the ideal behaviour
