Can't join a call without a camera

Steps to reproduce

1. Use a device with no video inputs
2. Enable the new group call experience in labs
3. Try to start a call in a room

Outcome

What did you expect?

The call should start and I should be connected to it.

What happened instead?

The call starts, but it times out on connecting to it, since either something in the lobby code or in Element Call itself expects to be able to find a video input.

The reporter does not have any problems using the Element Call SPA without a video input, so it's probably Element Web's fault.
