Scrolling: Clicking on a permalink often ends up with the permalink being scrolled off the screen

Steps to reproduce

1. Do a search
2. Click on a permalink surrounded by dynamic content (replies, url previews, images). I don't have a good repro example yet.
3. Observe that as forward-pagination occurs, the permalink gets scrolled upwards, until it can easily end up off the top of the page

What did you expect?

Permalinks should be scroll-locked while the surrounding context loads.

What happened instead?

They can get pushed off the top of the page
