Expanding quotes on IRC / bubble layout not working

Steps to reproduce

1. Enable IRC / bubble layout
2. Send a message in multiple lines
3. Send a reply to the message
4. Click Expand quotes on message action bar

Outcome

What did you expect?

Either:

• the quotes become scrollable
• Expand quotes button is hidden

What happened instead?

The text cannot be scrolled.

The same issue is reproduced on IRC layout too.
