Steps to reproduce

  1. Add a plain web page as a custom widget (ie. one that doesn't support the widget API)
  2. Open devtools
  3. See exception

Outcome

This is particularly irritating while developing since it causes the dev tools window to steal focus every time, and also harder to trace due to #21975
