Room list not updating unread state with new messages, again

Steps to reproduce

Unclear. Here are the observed steps:

1. Mark rooms as read
2. Receive message in encrypted room
3. Room moves up as "active", but doesn't get an unread count/badge/status

Outcome

What did you expect?

The room to behave and mark itself correctly as unread (via count or via bold status)

What happened instead?

A repeat of #20859

Unclear if this affected prior nightlies or versions - I just noticed it today.

I haven't seen this since, so counting it as a race condition in the room list store. Given it's unlikely to happen in a relatively high traffic account such as mine, I'm not terribly worried.
