Replaced inactive room is not really inactive? #21286

Steps to reproduce
- Create a room
- Upgrade a room for Space support to make the room inactive
Outcome
What did you expect?
Actions such as attaching files, starting polls, and location sharing in the menu, in addition to setting a phone/video call should be disabled.
What happened instead?
They keep working. See the screenshot below:
