Recently viewed menu disappears out from under cursor on the first try #20827

Steps to reproduce
- Reload/restart Element
- Hover over the recently viewed button
- Try to move your cursor to the pop-up menu

What did you expect?
The menu should stay open while I move my cursor between the button and the menu.
What happened instead?
The menu disappears out from under my cursor. This happens reliably every time I go to use the menu for the first time after reloading the page. After my first attempt, it works as expected.
