Switching layout to bubbles will keep compact Modern layout active

Description

As in title - this causes bubbles to have ugly/no padding.

Steps to reproduce

• Enable Modern layout
• In advanced appearance settings enable compact option
• Switch to Bubbles layout

Describe how what happens differs from what you expected.

Compact should be disabling itself when Bubbles layout is being enabled or button for disabling compact shouldn't be disabled because some people might prefer it this way.

On 1.9.6 it's still applying compact layout to bubbles but bubbles now have proper padding and the only difference that I can notice is space between messages
