Editing strips out line breaks between paragraphs

If I send a message with multiple line breaks to create visually separated paragraphs, such as:

*part 1*

part 2

it will appear correctly (as two <p> tags) in the original message. However, if I then edit and re-send, the blank line between the paragraphs is lost.

After edit:

<em>part 1</em><br />part 2
