Reaction tooltip can get stuck after ALT+Tab or using a hotkey for another application

i've been seeing this more and more, and others are too:

It can get stuck even without the use of alt+tab or without switching to another window.
I'm unable to find a reproducible way of triggering this strange behaviour.

I've found a way to reproduce the behaviour consistently (not using alt+tab or going in another window):

1. open the room members right panel
2. close that panel
3. hover over the reaction button of a message near the top, going upwards
4. the reaction bubble is now stuck until hovering the reaction button of any message again
