local echo of redactions doesn't seem to honour rate limiting properly #10034
Description
it's critical that they are queued up and retried automatically in face of errors (especially rate limiting errors), rather than just barfing 30s after you redact a bunch of spam, by which point you may have changed room and be entirely unaware that the redactions didn't actually take effect
