Step up version of ArtP (and possibly others)

Description

eiffel-community/eiffel#249 adds ArtP v3.1.0 which needs to be supported by eiffellib. There might have been other protocol changes since this library's 2019 inception that should be incorporated so a general check is probably a good idea.

Motivation

We should obviously support the most recent versions of the events.

Exemplification

I'd like to be able to produce ArtP v3.1.0 events.

Benefits
