Reuse slugs of deleted resources #2

About
A resource can be deleted after the following scenarios:
- Resource manually deleted
- Resource has past it's expiration date
- Resource has been deleted as a result of "delete after first view"
When the resource has been deleted the slug should be queued for reuse.
