Improve workload help for workload set searching

We added the ability to search for workload sets through dotnet workload search version but from the top level dotnet workload -h output, that is non-obvious.

Remove the <SEARCH_STRING> parameter from the top level help and change the text to "Search for available workloads and workload versions"
