Given data/UnixFilePermissions.xml in pack nupkg, when extract package, nuget package extractor can set executable permission according to the file

We need to define data/UnixFilePermissions.xml format. And make sure when elevated in root. User should have the permission to execute too. (755)

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.

Path is the relative path from root of nupkg. Permission is the unix permission as in chmod. And will directly translate to chmod Absolute Permissions. 3 digit from 0-7.
