Trimming properties are not included in publish up-to-date check

If you re-publish with TrimMode=link, that doesn't invalidate the publish up-to-date check, but it should.

I think this is related to the fact that it is hard to correctly write incremental MSBuild logic, especially in the face of global properties which may change.
